Townhomes proposed next to Flanagan Field

Two, five-unit townhouses would rise on an undeveloped lot adjacent to Flanagan Field near the Linden border, under an application to be heard by the Zoning Board of Adjustment.

The Zoning Board is scheduled to hear an application during its meeting on Monday night — to be held via Zoom — that seeksĀ  nine variances to build three-bedroom units on Pine Street — a “paper street” off Barnett Street, adjacent to Flanagan Field and essentially at the Linden border.

Combined, Lots 9 and 10 along Block 358 are almost three-quarters of an acre. Lot 9 is located along an unimproved right-of-way — a “paper street” identified as Pine Street.

Pine Street Rahway, LLC, which lists a Colonia address, acquired Lot 9 a year ago for $25,000, according to property records. It’s assessed for $30,300, for a property bill of about $2,098. Lot 10 is assessed for $54,200, generating taxes of $3,753 – a combined $84,500 and $5,851, respectively.

The lots are located within an R-2 Residential Zone, where townhouses are not permitted, requiring a d-1 variance. About one-quarter of the area consists of wetlands. The application seeks nine variances, for floor area ratio, minimum lot depth, minimum front yard setback, minimum side yard setbacks, maximum building coverage, maximum improved lot coverage, minimum parking, and location of paving.

To complete the project, the applicant would require City Council to vacate and convey a portion of Pine Street, located between Barnett Street and Lot 10, by ordinance. A 20-foot wide driveway is proposed on the unimproved portion of Pine Street between Barnett Street and Lot 10 and the eastern portion of Lot 10.

The townhouses are located on the western portion of the property and front on the proposed 20-foot-wide driveway. Each townhouse unit has a driveway located off of the 20-foot-wide common driveway and a garage. There are two additional parking spaces located in the northeast corner of Lot 9, off of the proposed 20-foot-wide driveway. The application proposes 22 spaces where 24 would be required.

All 10 units are proposed to have the same floor plan: The ground floor contains a one-car garage, with a door that leads to the interior of the unit, a powder room, kitchen, and living/dining area. The second floor is proposed to contain three bedrooms, two bathrooms, a mechanical closet, and a laundry closet.

The applicant is proposing eight American Sycamore trees along the westerly side of the common driveway, 62 Emerald Green Arborvitaes along portions of the side and rear property lines, three Emerald Green Arborvitaes between the two buildings, 21 Dwarf Japanese Yew to screen two pull-in parking spaces, and two Rhododendrons in front of each unit, according to the application.
