Council president to be added to SID board

The City Council president will be added to the Special Improvement District (SID) Advisory Board as the sixth non-voting member under legislation to be adopted later this month.

City Council introduced an ordinance (O-6-22) at its January regular meeting that would add the City Council president as a non-voting member of the SID board. A public hearing and final adoption of the proposed amendment is scheduled for the City Council’s next regular meeting on Feb. 14.

Last June, the governing body adopted an ordinance (O-22-21) that shifted management of the SID from the former Rahway Arts and Business Partnership to City Council. The legislation at the time established a SID board of five non-voting members: the mayor; city administrator; police director, and city engineer, and director of engineering and land use (if that wasn’t the same person as the city engineer).

The number of voting members of the SID board will remain the same — five — as in the original ordinance adopted last summer. Each of the five voting members must be a member of at least one of the following categories, according to the ordinance: owner of property within the SID; owner or operator of a business within the SID; owner whose property within the SID is primarily residential use; and, president of the Chamber of Commerce. In July, City Council approved the mayor’s appointments to the SID board.

The City Council president this year, elected among the council at its January reorganization meeting, is Councilwoman At-large Joanna Miles, who succeeds Danni Newbury, who served in the post during 2021. Miles is up for re-election this fall, along with Jeremy Mojica and Mayor Raymond Giacobbe, Jr., and likely running mate, newly-appointed Councilman At-large Jeffrey Brooks.
