Council amends redevelopment plan for hotel restaurant

City Council adopted changes to a redevelopment plan that would conform to a concept to build a restaurant adjacent to a hotel near Routes 1&9.

During its regular meeting on Monday night, the governing body unanimously approved an ordinance (O-51-22) that amends a 2003 redevelopment plan. There were no comments during the public hearing.

The plan, part of the Route 1 Corridor Study Area, was modified to add restaurants, and restaurants with a liquor license, as permitted principal uses with the exception of drive-throughs and drive-ins.

Representatives of Family Hospitality, LLC, owners of the Home2Suites on East Milton Avenue appeared before the Redevelopment Agency in October with a concept to build a restaurant on the site.

The ordinance outlines various additional bulk requirements for restaurant use as to front and rear yard setbacks, building height and impervious coverage but the most significant changes relate to parking. The modified redevelopment plan requires a minimum of 90 parking spaces for hotel use, and a minimum of 1 per 3 seats, plus 1 per 2 seats in lounge or bar areas for a freestanding restaurant. It also stipulates a shared parking agreement provided at the time of site plan approval. Shared parking with the existing hotel to satisfy any shortfall of required parking spaces would be subject to the approval of the Planning Board as long as there is a minimum of 38 parking spaces provide on site.

The concept presented in October called for 38 parking spaces where the city ordinance would require one space for every three seats. With expected seating of 200, some 66 spaces would be required. Any plans still have to  come before the Planning Board for approval.
