Summer work: Irving-Central signalization

Work is expected to begin next month to reconfigure the intersection of Central Avenue and Hamilton, Irving and West Main streets.

The project will add a traffic signal to the intersection to coordinate traffic coming from five different directions and address the no-left turn from West Main to Irving streets, according to City Administrator and Redevelopment Director Peter Pelissier.

Work also will include creating a triangular traffic island between Hamilton and Central and widening Irving opposite the Union County Arts Center.

City Council on Wednesday night approved a $224,000 contract with Piscataway-based Fai-Gon Electric for signalization.

Senior housing at St. Mary’s moves forward

City Council introduced an ordinance last month to create a Payment In Lieu of Taxes (PILOT), the first step for a four-story, 50-unit affordable senior housing facility adjacent to St. Mary’s along Esterbrook Avenue, just in from Central Avenue. A public hearing and final adoption of the PILOT is scheduled at the council’s regular meeting on May 12.

Representatives from Domus Corporation, affiliated with Catholic Charities of the Newark Archdiocese, came before the governing body in December with their plan. The existing structure, (photo left), the former convent building, would be demolished and the new facilty would extend slightly into the existing parking lot.

Once City Council approves the PILOT, Catholic Charities will need approval from the Department of Housing and Urban Development (HUD), which would finance the project, before even going to the Planning Board. There was some concern among council members after the December presentation about parking and the size of the new structure which is expected to be addressed when the project ultimately comes before the Planning Board.

The 40-year PILOT, which must coincide with the duration of financing, would pay the city 15 percent of net proceeds. The 15-percent figure is fixed but the total sum would increase as rents for individual units increase, said Phil Frese, president and CEO of Domus. Since the property is owned by the Newark Archdiocese it is tax-exempt.

NJ Transit, which is reporting increased ridership this year, will enact schedule changes May 11 (next Sunday). The new schedule includes adding several weekend trains to the Northeast Corridor line service.

More traffic changes afoot

While the Irving-Fulton realignment continues, plans also are in the works for assorted traffic changes around downtown, including:
* Signalization of the five corners intersection near the Union County Arts Center;
* Two-way traffic on Main and Irving streets; and,
* Reversing some one-way streets in the other direction, including West Cherry and Coach streets.
The Fulton-Irving realignment project is expected to last through April, completed around the same time the hotel is planned to be ready.
The City Council earlier this month approved a $114,000 contract for city engineers to develop modifications and signalization for the intersection where Irving, Main and Hamilton streets meet Central Avenue. The project will commence once traffic is converted to two-way on Main and Irving streets, and includes widening Irving Street opposite the arts center, modifying the Civil War monument island at West Main and Central, and constructing a triangular island at Hamilton and Central. City Administrator and Redevelopment Director Peter Pelissier said the projects should be completed by July.

Catholic Charities of the Archdiocese of Newark initially needs approval from City Council, which would include a Payment In Lieu of Taxes (PILOT), before even applying to the Planning Board. The project would be funded by the Department of Housing and Urban Development (HUD), which looks for need and support for such projects. The Archdiocese has built five such projects through its Domus Corporation, a single-asset corporation that brings together government funds with parish properties, said Catholic Charities CEO Phillip Frese.
“The administration is more than convinced of the need for this,” said City Administrator Peter Pelissier.
Council members had some concerns about parking and the size of the new structure. The project would include 49 one-bedroom units and one two-bedroom unit (for a superintendent on site). The existing building would be demolished and some parking spaces and the driveway to Esterbook Avenue would be realigned, said Steve Cohen, an architect for the Archdiocese.
Fifth Ward Councilwoman Jennifer Wenson-Maier disagreed that a new four-story building would fit into the neighborhood, and expressed concerns about parking and that three adjacent residences were not yet contacted by the Archdiocese. Some creative redesign of the layout, she suggested, could allow the building to be pulled to the right, “making everyone happy.”
The population of such a project typically is associated with the municipality in which it’s developed, said Don Lubin, a consultant for the Archdiocese. He estimated 50 to 60 percent of residents have some connection to the municipality. Applicants for the affordable housing must meet three requirements: they must be someone in the household; someone older than 62; and income requirements of less than about $30,000 annually. The typical applicant to such senior housing projects in New Jersey are single females about 75 years old, he said. Individual units are about 540 square feet.
