New police director confirmed

City Council confirmed the appointment of a new police director last month.

The governing body unanimously approved a resolution (AR-88-23) during its March 13 meeting confirming the mayor’s appointment of Nicholas Breiner as police director starting April 1. The administration did not reply to questions sent last month about how many candidates were considered for the position or the annual salary, among other things.

Previous Police Director Jonathan Parham, who was confirmed as city administrator in January, earned an annual salary of $165,000 and now earns $170,000 as administrator.

According to the administration salary ordinance (O-6-23), introduced in February and approved in March by City Council,  the city administrator position has a salary range of $110,000 to $213,000 for 2023 and the director of police post has a salary range of $110,000 to $195,000.

As recently as February, Breiner served as assistant township administrator in the Morris County municipality of Montville since November 2021. Prior to that, he served 25 years in the Belleville Police Department.

According to his LinkedIn profile, Breiner holds a bachelor’s degree in political science from Rutgers University and a master’s degree in human resources training and development from Seton Hall University. He also is a graduate of executive education at the Harvard Kennedy School of Government.

The position of police director was created two years ago in a reorganization of City Hall in anticipation of the retirement of former Police Chief John Rodger. The police director is the civilian authority in charge of the Police Department. A Chief Law Enforcement Officer (CLEO) is designated among superior officers responsible for law enforcement functions, reporting to the director.
