Technically, any compound including carbon (organic) that is in the gaseous state or boils (volatile) at a low temperature, is a VOC.<br /><br />The Safe Water Act regulates concentrations of some VOCs in water.<br /><br />Tetrachloroethane, your favorite dry-cleaning chemical, is a common VOC (which is why the marketing pitch &quot;organic cleaners&quot; always cracks me up -- all dry cleaners are organic).
