A 219-unit development planned for Main Street has filed an application with the state Department of Environmental Protection (DEP) for a water main extension application, with consent from City Council.

The resolution was approved by a unanimous 8-0 vote during the council’s June 12 combined meeting.

A water main extension permit is required from the DEP’s Division of Water Supply and the resolution authorizes city officials to execute a statement of consent for a water main extension permit application filed in connection with the Center Circle project.

Work at the Center Circle site could begin as early as this fall, according to an update provided to the Redevelopment Agency in May.

The 219-unit development adjacent to Rahway Plaza Apartments and the recently-completed Meridia Water’s Edge received approval from the Planning Board in January for preliminary and final site plans. The 3.5-acre site currently is assessed for $1.2 million, yielding property taxes of about $79,500 for 2016, according to property records.

The five-story development would include a ground floor of 196 parking spaces, with an additional 78 surface parking spaces along with an access drive on the building’s southern side. An adjacent parking lot of 183 spaces would be expanded to 206 spaces through a redesign and relocation of the Wall of Honor in front of Rahway Public Library.

Previous concept plans presented never materialized but the plan has always been to develop the Center Circle property. It’s been nearly four years since Lavallette-based AST Development first proposed a 248-unit development, split among three, five-story buildings. A revised plan was presented in December 2014 by Heartstone Development featuring one 250-unit building.

Some 10 years ago, before the housing marketing collapsed, the property was part of a larger proposal to bring a mixed-used development to the site that also included a planned hotel and retail spaces.
