Agency passes resolution to acquire Mangos site

The Redevelopment Agency is getting involved in negotiations for the sale of Mangos Grill, a key parcel  in a proposed 88-unit mixed-used development.

49a3c-mangosbarandgrillApproved by the Redevelopment Agency after a 20-minute executive session during its meeting last week, Resolution 40-14 authorizes the “acquisition by negotiation or condemnation” of 1349-53 Fulton St. (Block 312, Lot 4.04).

The seller and the contractor developer/buyer are about $500,000 apart on the sale price, Redevelopment Director Peter Pelissier told commissioners at their meeting. The Fulton Street property had been on the market since early 2013.

There is no immediate plan to start the condemnation process as negotiations are ongoing, with a plan to first make a good faith offer,  Redevelopment Agency attorney Frank Regan said. A condemnation complaint can be filed 14 days after a good faith offer letter, provided the property owner does not respond or does not negotiate, he said.

In the meantime, an environmental investigation will continue. Though there is no contamination on the Mangos site, there are some “hot spots” related to gas tanks that were located on other parcels included in the project, Pelissier said, with remediation estimated to cost $30,000 to $50,000.

Warwick-based  DMR Construction Services, which has been named redeveloper of the site, presented a five-story plan to the Redevelopment Agency last year that would include 88 units and about 3,600 square feet of ground-floor retail space. The mixed-use project would incorporate the Mangos property, an adjacent property and part of another.

UPDATED, Aug. 22: It looks like the liquor license for Mangos Grill is up for sale, asking $175,000, according to this listing on homesbygohar.com.
