City officials met with representatives of Silcon/Carriage City Properties (CCP) early this month to discuss money owed the Redevelopment Agency, a year after approving a settlement agreement with the developer.

City Administrator and Redevelopment Director Peter Pelissier told commissioners at their May 5 meeting that he was to meet that week with principals of Elizabeth-based Silcon, which built the 16-story downtown Carriage City Plaza. The meeting was not to make any decisions but “just hear what they have to say,” he said.

Pelissier declined to reveal details of the meeting, only to say it was a good discussion. Carriage City Properties still owes the Redevelopment Agency money under an amended redevelopment agreement commissioners approved a year ago but has not been executed by the developer. Representatives of Carriage City Properties/Silcon did not reply to an email seeking comment.

The Redevelopment Agency last received payment, about $13,850, from the developer in December when a unit sold. Amalgamated Bank paid the Redevelopment Agency about $72,000 that was owed for water connection permit fees, according to Redevelopment Agency attorney Frank Regan. The city was to place a lien and notice the bank for the fee before the bank made payment.
